It seems that you're using an outdated browser. Some things may not work as they should (or don't work at all).
We suggest you upgrade newer and better browser like: Chrome, Firefox, Internet Explorer or Opera

Something is broken and possily due to a tiny hardware fault that might even be outside your house (bad cable/router).

Multiple anti-viruses? All out but one.
Unwanted and unneeded programs/apps that came with the comp? Out they go as they are often terribly badly written.
Download CCleaner and run registry scans and click FIX until it finds nothing more.
Check the RAM.
Repair Windows.

OldFatGuy: So, it's obviously not directly related to Steam. I think the "fix" i found may be a clue, but it's not directly Steam's fault.
Now you need to start closing other background applications that may be interfering, eventually you'll find out what's doing it. Also when the game fails to start and appears under Background Processes, select it and click on the "End Task" button to get rid of it, then try to start it again.

timppu: So what is it that dictates whether there is that "running icon" for Fallout in the taskbar, or not? As said, usually there is no such icon, but occasionally there is.
That's pretty weird. The app itself determines if it should be showing an icon in the taskbar or not. Does GOG's Fallout still use that GOGLauncher.exe wrapper? It could be related to that.

OldFatGuy: Steam and OOTP 17 are default while the other games I installed to the D drive. I don't think install paths have anything to do with it.... but then again I don't really know what I'm talking about so.... who knows?

But, FWIW, it doesn't "feel" like the install paths have anything to do with it.

What I was wondering though, was whether the fact that Steam was "always" open (since it loads automatically at startup) was a problem when I installed the other games (You know how ALL installs tell you that you should "QUIT ALL WINDOWS PROGRAMS BEFORE INSTALLAITION").

So, I uninstalled those games, restarted the computer, exited Steam, and THEN installed them. And.......... no change. Still the same issues.

It's a weird one. At this point I'd be willing to ship this laptop to someone who actually knew what they were doing (maybe a Microsoft employee lol?) and let them see for themselves because I would love to know what the problem is and how I can fix it because it gets old having to hold down on the power button to restart every time this happens, and it happens often.
Nothing to do with it, would have really surprised me ;)

You could try this anyway:

Maybe steam did register the game somewhere.

Check also this list if you have any hardware mentioned there:

https://support.microsoft.com/en-us/kb/935448 might be a persistent problem, which was copied over to W10.

And you do not get any error message whatsoever?????

EDIT:

And Gilozards point just below me could point to the ticket of MS itself. So worthwhile checking it out, if W10 is so stupid and rolls over drivers, you might want to really check, and reinstall the proper drivers ;)

And Yes I was more feeling for editing, rather a new post ;)

paladin181: I don't know why people are so down on Windows 10... I don't like a LOT of things about it, mainly privacy issues, but then that's nothing a good firewall can't fix. As a performing OS, it's great. It's faster and generally easier to use than Windows 7 once you get used to the changes.
The problem, aside from the privacy issues and the ads, is that MS fired almost their entire testing department and have openly admitted to using regular PCs as beta testers for the more lucrative Enterprise licenses. Every major update has broken significant things - webcam drivers, powershell and windows management, for example. Graphics drivers are a perennial problem due to how Windows Update now enforces its updates over everything on the PC.
Are they listed as Background Apps?
