OldFatGuy: Steam and OOTP 17 are default while the other games I installed to the D drive. I don't think install paths have anything to do with it.... but then again I don't really know what I'm talking about so.... who knows?
But, FWIW, it doesn't "feel" like the install paths have anything to do with it.
What I was wondering though, was whether the fact that Steam was "always" open (since it loads automatically at startup) was a problem when I installed the other games (You know how ALL installs tell you that you should "QUIT ALL WINDOWS PROGRAMS BEFORE INSTALLAITION").
So, I uninstalled those games, restarted the computer, exited Steam, and THEN installed them. And.......... no change. Still the same issues.
It's a weird one. At this point I'd be willing to ship this laptop to someone who actually knew what they were doing (maybe a Microsoft employee lol?) and let them see for themselves because I would love to know what the problem is and how I can fix it because it gets old having to hold down on the power button to restart every time this happens, and it happens often.
Nothing to do with it, would have really surprised me ;)
You could try this anyway:

Maybe steam did register the game somewhere.
Check also this list if you have any hardware mentioned there:
https://support.microsoft.com/en-us/kb/935448 might be a persistent problem, which was copied over to W10.
And you do not get any error message whatsoever?????
EDIT:
And Gilozards point just below me could point to the ticket of MS itself. So worthwhile checking it out, if W10 is so stupid and rolls over drivers, you might want to really check, and reinstall the proper drivers ;)
And Yes I was more feeling for editing, rather a new post ;)
