just tested out if editing the save helped anything, right idea but wrong variable, the tandi_work variable apparently means if you've talked to sheriff or deputy or some other character about the job so you know to ask about it from feargus.

what you actually need to do is go to Maps tab and find NCR2.SAV and edit it, in map variables you find 10:MVAR_FergDor_Open=0, change the value to 1, save and you can open the door without problems.

also i was able to complete the quest without interacting with feargus in any way (he appeared on map normally) so this should solve the problem for you, of course it would be better if you could just get feargus back but can't help with you with that. anyway at least you have some work around to finish the quest.

ps. i only completed the quest in favor of tandi/ncr and the squatters or whatever they were called in vault15 so if there is another way to do the quest there is a possibility of needing to talk to feargus in which case this won't help. i don't know about it though since i've always felt the need to do the quest this way.

edit:

on second thought there might be another way but this is just a wild guess. you could try deleting the NCR2.SAV file from your save folder and with it erase every local variable in the map area and try entering the area again at which point the game should "fresh start" the area and see if feargus appears this way (be sure you are not in this area in the save, upper ncr or entrance should be okay), i can't test this myself but theoretically it should work. i have to remind you to backup your saves before trying this since this could also screw up your game big time...

Just want to confirm that Maurizio84's solution still works in 2019!

P.S.: Oops -- I should also say that I used the excellent (excellent excellent excellent!!!) "Universal Fallout & Fallout 2 SaveGame Editor" found through a forum thread on the good ol' fan-site "No Mutants Allowed"...do a search; I'm not allowed by G.O.G. to post links yet.
