It's not fully their fault.

I think, not even partially. I think the publisher decides, but still... Steam is a place of massive censorship, GoG is free roaming uncut.

I just hope that this won't change :(

CoecoenutDream: Maybe you want to try a proxy/VPN/TOR/...
Or is there a check of the IP range? Otherwise, just change the settings in your account...

I am also German, but I do not live there currently, and thus I am not under restrictions. Otherwise I would be quite angry I think...
Whatever, letting the government decide about which games adults are allowed to play is ridiculous, you should not accept this if you want to play the game.
They don't even do that. But it's a common misconception. All they can do is prohibit stores from putting the game out for display, no big banners, not on the shelves. But you can still ask the store clerk about it, who is allowed to sell it to you without any more terms than any other 18+ game. Will want to see your ID to check your age, that's all, just like with other games.

And that's why it's driving us nuts that international online stores without any physical sales rooms or HQ in Germany and thus not bound by these rules still censor and completely outright deny selling these games to us. It's ridiculous. For an equivalent solution, just don't show the game to German users on the front page, but let us look for it through the search box. Equivalent to asking the clerk. And nobody bothered checking for 18+ with any other games on here yet, so I don't see why that would be a problem now, all of the sudden.

So basically GOG could sell it to people (18+) from Germany if you show them your ID card/passport/... but they probably don't?

Yes. Same rules apply as with any other 18+ game, for which they don't check your age either. So why bother now. Just put it on the store, and let germans buy it like any other game on here. The only exception such titles would, if they really want to be serious about indexed games for whatever reason [despite not having to be effected by german laws], then remove all banners and news about the game from the german storefront, don't make it clickable on any pages. But let people use the search bar to type the title in, equivalent to asking the store clerk like you have to do for indexed titles in stores over here.

But, that's not the issue here. There's nothing legal preventing them from doing anything, it's the developers of the game as far as I know. They don't want GoG, or Steam, for that matter, to offer it to germany. And yet, GoG insists it's about german laws rather than the Developers. Which is absolute nonsense, because if it really was, see above.
