Overly ambitious "master of none"
Let me say right away, I enjoyed the game. I have 100+ hours in it. But... And it's quite a huge and stinking butt. Developers have bitten of more than they could chew. I don't mind bugs, but there is just too much of everything in the game. Too many mechanics, too many missions, too many ways to play it, too many perks, too many weapons, too many cars, too many ways to play a game. All of them unfinished, unbalanced, cut off in the middle. There is so much of anything and none of it works. There are gangs and factions in the game which are not utilized in any way. Crafting which is rich, plentiful, boring and useless. Numbers in the stats which means absolutely nothing. Huge story which is ultimately unsatisfying and is lacking variability and consequences. All those cars I couldn't care less about, definitely not finished in any way imaginable - physics, damage, ai, whatever. Clothes, most unsatisfying clothes ever. Shiat, there are whole guides on how to reload game to get passable clothes in the shop. If the game had 1/10th of content and mechanics, mostly story, but finished, expanded, polished, with added variability - it would be ten times better. May be, 5 years later, with "director's cut", all the DLCs and shiat, I'll replay the game. May be not. Certainly not an even Witcher 3 was for me.
