It is not. William Hurt is not in Thank You for Smoking. Another hint is that the actor in the first screencap is Tim Robbins. This should make it easy. It's not a well-known movie.

Well, i had identified it by looking up both actors, but i didn't like giving answers that I had to google for.

Had never heard of that film indeed, and it looks quite interesting.

That is actually why I thought it is this movie. I thought Tim Robbins was one of the Kidnappers ... Ah well
