Well, not exactly.
Historically you are correct. Back when Youtube was created, Flash was the most adequate solution that worked. Today, HTML5 is out, and browsers can play video directly.
However, Youtube does more than just play the video. It supports ads to monetize the investment. It allows you to change the resolution of the image (and seems to test your system to determine the best one). It allows you to rate and comment the videos you see. It can use all this metadata to help you
find the video you are looking for, to to suggest other videos for you to see.
Hosting the videos is the trivial part, that everyone can do. It is adding value on top of that that is the tricky part.
