Try TunnelBear. There is a transfer limit in the free version, but that should be enough.

Oh, but it is, Q2 andQ3 are on the german "hide" (indexed) list for "protection of minors" (aka "somebody please think of the children" bullshit or "protect the children" same bullshit) and any store, be it physical or digital is obliged to NOT advertise (show) the respective product on the shelf. They could sell in private only and ONLY if a LEGALLY VERIFIABLE ADULT asks them intentionally in order to buy it.

I guess this doesn't make any business/legal sense at all from GOGs point of view so they don't implement expensive and complicated systems in order to verify german adults and hide german indexed games for minors etc etc.
Plus, Zenimax (Bethesda's owner) has a big psyhical office in germany so its obvious why they they don't want troubles.

If germans want to buy these games then they should fight/lobby/vote the stupid politicians that made these stupid laws and erase them (both the imbeciles politicians and their hideous law creations) for good to the history trashcan.

Right, GOG reformated the code after I have just pasted an URL, nothing more. You cna see it in your comment too. A newline was converted to a HTML break ;-)

Of it would be against German Law to sell Q2/3 at GOG to german customers, it would also be against German Law to sell 98% of of all GOG-Games to german customers because english and uncut versions of most games haven't been rated by USK.
Exactly, if they are not rated by the USK, they are on the list and arenot allowed to be sold here.

The problem is that most games have a PEGI rating but no USK rating.
I don't know if and how the publishers and GOG want to control this.

An USK rating is required here on the German market, also on Steam and other platforms (even Google Play has USK ratings for almost every app).

Well, then generally these are just all imports here on GOG. In this case, GOG could also publish Q2/Q3 for german users. This makes no difference. But then they should also check the age to comply with the rules for imported games. GOG can and will not check if you use the game just for private use.

Usually all of them are secure, it's the very intrisec definable quality of a VPN per se :)

Just search the web for "vpn trial no credit card" and choose whatever for trial, you'll need its service for like 5 minutes anyway until you finish the gog buying process.
(and remember to use a Temporary Email Service/Provider when creating your account, in order to Avoid Spam)

Can I not use myown existing account? Gifting is possible even if the person, who redeems the gift is in Germany?

It is not Bethesda that is dictating the release area, it is a matter of law. The game was BANNED in Germany by the legislative body there, it had nothing to do with Id or Bethesda.

That is your decision, you either
-log on your trial vpn account (remember to use a bogus email address for registration!) and then log on gog with your existing gog account and then buy whatever you want;
or
-log on your trial vpn account (remember to use a bogus email address for registration!) and then log on gog with another temporary gog account that you just created (the same advice could apply if you want, remember to use a bogus email address for registration also!) and then buy whatever GIFTCODES you want and then gift them towards your regular gog account (yes, you can redeem these games with an german IP gog account, there were already like 3 sources of positive confirmations in this thread, I'm too lazy now to dig them up).
