I can understand your sentiment but imho it's very easy to avoid threads like that. Very often, you can quite accurately guess from the thread title alone whether the content of the thread will have hostilities and posts that might upset you. Reading and participating are entirely voluntary. And getting upset is also voluntary. There are plenty of awesome threads where you are guaranteed to encounter no toxic elements whatsoever. Example:

Keeping those you mentioned out is all well and good but I don't want some asshole mod who doesn't know the lay of the land tossing bans out to people like me for being a smartass, or Sachys for mentioning sausages, or, well all of us, for mentioning Ricky. Every once in a while some noob will show up and see a running joke taken out of context and insist that the poster is a spammer or a troll. God forbid they give absolute power to someone without a sarcasm detector; the fucking forum would have three people left in it by the end of the first day. :P
There's a point in that, I agree that a sarcasm detector would be a requirement - not just for mods but for anyone coming even remotely close to the internet. How about implementing a short quiz before the forum can be entered, you know a few pop-up questions where you have to select whether it's sarcastic or not (a sarcasm captcha, so to speak).
Example question:
"If you don't buy Sacrifice within 3 months of being a GOG member, Licurg will eat your children"
A) It's sarcasm
B) It's meant for realz!
C) If you don't have children, he'll eat you.
D) Licurg is a vegetarian, duh
On the other hand, your post sounds like you want a fool's license for yourself (but not for everyone or anyone). Imagine the horror, an officially licensed tinyE... Next thing you know, there's a tinyE figurine in every Happy Meal, and so on. Release the Kraken?
Elmofongo: And my goodness the GamerGate thread. How much can people talk about this topic its almost infinate to the point that I think people are just pulling "related" topics out of nothing.
I think it's good that there is a specific thread for that topic. That way, anyone interested in participating can do so and anyone who isn't interested in participating can easily ignore the topic, as most of the discussions regarding the topic will be contained to that thread - which you don't have to read. A solution that imho works ok for everyone.
