Fallout London is a total conversion mod made by Team FOLON® for Fallout 4 GOTY and requires you to own the base game on either GOG or Steam.
How to install and play Fallout London:
If you own Fallout 4: Game of the Year Edition on Steam, please click here to access the installation's instructions provided by Team FOLON®. You will have to downgrade your version, then install the Fallout: London via our dedicated launcher.
Install Fallout London via GOG GALAXY and launch it.
Follow the launcher’s instructions, and enjoy!
A Polite Disclaimer
In typical imperial British fashion, Fallout: London will take over your Fallout 4 installation. Installing Fallout: London will make irreversible changes to the default Fallout 4: GOTY Edition installation. You’ll also need to disable cloud saves (as the save folder is shared between the game and the mod). If you’d like to play the default Fallout 4: GOTY Edition again, you’ll need to uninstall the game and the mod, and then reinstall Fallout 4: GOTY Edition.

CONS: Performance issues and severe crashing issues in westminster, textures sometime not loading, rare clipping issues, dialogue can sometimes glitch out, its made on the fallout 4 engine so those bugs are also sometimes present
OVERALL: This mod is a great display and although there are performance issues, they often dont impact my enjoyment for FOLON, I only blame bethesda for breaking the steam version of fallout 4 meaning that they had to downgrade versions, all in all amazing game and awesome times
It's inevitable that such a large mod release is going to be buggy. Most people, especially the sensible ones, expect this.
Much of the problem is that FoLon has neither undergone significant testing, nor released as a beta to bugshoot problems until it was ready for a proper release.
Most of the reviews around here say the same thing, and are accurate in saying so: The work is truly amazing, but the amount of bugs make unplayable for most people.
I should probably give it an extra star, but I've subtracted one to offset all the poorly-written five star reviews that are ignoring this fact.
The ironic part is, the stumbling rating of Fallout London on GoG (the only platform it's currently available on) is going to impact the game score for a good while. Hopefully this will underscore for the team (and possibly others) why one might not want to make obvious mistakes that could have a lasting impact.
Transparency goes a long way, folks.
What worked for me...
Launch Fallout4 GOTY turned weapon debris and set textures to high.
Then launch from Galaxy London page.

1.5 min load times on an SSD. The RAM seems to keep climbing. Started playing I was using 8GB RAM after 2 hours I was up to 13GB. I just restart every few hours.
There are other work arounds increasing RAM allocation for the game via regedit or mods. Check the webs, The game is worth it to get running!
