Its still has it's issues and will probably not be in everyones taste. But if you're a fan of 80s/90s Cyberpunk stuff like Robocop, Shadowrun, Blade Runner and Neuromancer this is the game you have been waiting for all your life, and it does not disappoint.
If you are not in a financial position where spending 60 euros or if you are easily bothered by bugs and glitches I would advise to wait a few months for further patching to avoid frustration. However the stuff that really matters, aka the core gameplay, works well despite some potential balancing issues that should get ironed out over time.
Personally in my 16 hours of play so far i have not seen a game breaking bug, just quite a few immersion breaking and annoying ones, most of which were actually sound related (Especially the directional/positional sounds seems to bug out a lot which can be irritating). The performance has been great after reducing shadows and screen space reflections, stable above 40 fps on a pretty cheap PC (ryzen 3600x + rx 580), with settings that are between high and ultra.
Without the bugs i would give this game max rating without a second thought, it might end up being my favorite game of all time.
