There are three fronts witch this game doesn't fill the promise the publisher made:
1- Technical Issues - Unless you have a god pc (even) you will run to performance problems.
2- AI Issues - This game doesn't have individual AI, in fact looks like a step back from Witcher 3 on this regard.
3- Design Decisions - This was advertised earlier as a RPG, put it is a pure action game with some decisions and rpg elements infused into it. The driving, the cars feels floating, it is a pain to turn, and the minimap is too close for comfort, given this is a futurist game, i don't see why we don't have the way-point projected on the street trough our eye sensors.
It is a good game? yes, tha'ts way it has 3 stars from me.
It is a finished game? No, on a technical stand point and bugs, it is still very much unpolished.
Given CDPR track record, launch issues aside, i expect they will fix most if not all technical issues on PC ( last gen consoles i'm not so confident).
I hope they will improve the AI, and NPC teleportation.
But i don't expect any change on design decisions.
TLDR: Wait to Buy or Wait to Play.
