Disappointing performance

i7 8700k 16GB RAM GTX 1080 1440p Installed on SSD Average 40 fps on medium-low settings. Story is great and I'm really enjoying the side quests. However. Introduction to each area's fixer seems spontaneous and has little background/introduction to them, unlike the first fixer, Dex. They just ring your phone and bam you have their contact info. Also *SPOILER* after the scene with you being freaked out with having another conscience in your head, for the first time he appears in the open world, you casually start talking to him triggered by a NPC playing guitar. That was very jarring. I thought V was freaking out??? Free roaming feels a little empty. NPCs are just walking back and forth. NPCs disappear and replaced by different set when you look away for a couple of seconds (same with vehicles). At this rate, I'm playing for the story just like I did with my first play-through with Witcher 3. I'll hopefully start my second play-through with more extensive exploring if/when CDPR properly fix this game (again as they did with Witcher 3).
