Not even close to baseline

Hard to put it in another way, but this game is simply not finished. By this point you probably saw the flying cars, t-posing npcs and all kind of dumb stuff, but that's not the main issue with the game (as if naming a game "next gen" and "revolutionary" while being this mess of bugs isn't bad enough). I've had several issues where quests wouldn't progress, leaving me softlocked into a building or on a state where I have no control of my character. Random explosions kill you instantly outside of combat. You take fall damage by walking the streets. Sometimes the character gets stuck into the "hacking" state. It goes on. By the time you have to reload a save 3 times to see if you can progress a quest that bugged this much, you really stop caring. AI is ridiculously bad. Like, Witcher 3's AI was nothing to write home about, but that's the issue: this game intends to be some sort of "living city with real npcs" (not my words, but CDPR's), which is a straight up lie. In this particular aspect, this game didn't improve upon nothing on TW3, and it's even a step back in some aspects. Stealth is broken: sometimes enemies can see you from within walls, sometimes you kill someone right beside then and they will just keep repeating the same line. Enemies won't search for you while in stealth. In combat, if you go behind someone's cover they might just give up fighting. In short, this game is shamefully not finished, broken and a huge disappointment. It is not groundbreaking or revolutionary in any single way like they've promissed, and the only thing that saves it are the superb performance of characters like female V, Panam, Jackie and others. This is part where you see that, under all this mess, there was a game that was rushed and whose focus probably got lost in exchange for fluff and deceiving market. A techincal mess, a disappointing game in general. Gotta wonder how these are the same guys who made TW3.
