Bethesda decided to remove many skills and stats to make their game more accessible for console gamers and accessible it is. And oh the level scaling. So much level scaling. Anyway the game can look OK and mods allow you to tailor the experience somewhat to your own liking but the step down in system design and setting from Morrowind is pretty clear.

This game continued Bethesda's "mainstreaming" of their RPGs by removing skills and stats to make the game more accessible to the masses. Basically Oblivion with guns set in a drab world.

This game was so good Todd never let Obsidian work on another Fallout game.
