Seriously have no idea what game the reviewers who gave low ratings are playing. As would be expected from Obsidian Entertainment, this is a fully thought out RPG that provides player choice in spades. Every conceivable playstyle is accounted for, the writing is as sharp and witty as it gets, the graphics are gorgeous (if extremely colorful), and the combat is punchy and satisfyingly (considering this is an RPG and not a full blown FPS). This is a top notch game by a top notch developer who actually know how to write a story, create a world and make it an immensely entertaining. If there is one issue with the game, its that difficulty settings are not customizable (so for instance one could keep the survival/realism elements of Supernova difficulty without having NPC enemies becoming spongy tanks). The Outer Worlds doesn't do anything radically new within the RPG genre, but what it does do, it aces.
