Emperor: RotMK is quite simply the finest of the Sierra/Impressions city builders. All of the systems in Emperor are the most refined versions compared to Zeus, Pharoah, and the other previous games in the series. You have the most control over the walkers and there's the fewest annoyances. The 2D graphics look nice and is still very playable even given this game is almost old enough to vote. Like the others in the series, the voice-overs are great for a laugh. If you have any interest in a Sierra city-builder that is one of the finest of the genre, Emperor is quite simply the finest of the craft and really shows the experience and benefits of incremental improvement.
If you're looking for cutting edge graphics you're in the wrong place. But if you're looking for a great simulation of the new world & revolution from a civilization-style perspective then look no further. This game is significantly better than the modern remake (Civilzation 4: Colonization) and has several features that Civilization did not, perhaps the most important of which is the management of your colonists. Each colonist has some specialty (or no specialty) and works most effectively in that role; managing and acquiring/training those specialists is a key factor in the game and is quite enjoyable. You can find this for free and play it with dosbox on your own, but if you're not more technically inclined it's definitely worth the price of admission here on GOG.
Mob Rule is one of my favorite games. There's nothing that approaches it's unique flavor of managerial humor, with the possible exception of the original Constructor. In a way, they're different sides of the same coin: Constructor gives a fun, open-ended kind of game where the only set goals are the "victory" conditions. Mob Rule lacks that opened-ended play, but has a humorous story to progress through and some pretty decent interface and control improvements over the original.
