As winter gets colder and colder, it becomes more and more motivation to invest in efficiencies. This city builder has an obvious twist...beat the cold. The tutorial isn't enough to get a good feel for the game. Really, it should state: invest in emergency shifts, then spend every emergency shift on technology research. It's almost impossible to beat it without this strategy.
