The changes since release have been incredible. My biggest criticism with the game at launch was the low interactivity with the game world, and that has been hugely iterated on now with vehicle combat, a good police system, minigames around the world, random events like gangs fighting and chasing each other down in vehicles followed by cops. The world feels so much more alive now than it did back on release. And the phantom liberty DLC goes even further with quests that have more choices and consequences and an amazing story.
