A very fun City Builder/RTS hybrid with a fairly steep learning curve. The visuals hold up fairly well to this day other than the cutscenes you'll almost never see. Once the basics of the game are learned it is very easy to lose sense of time while building up your city, keeping your tenants happy and doing nasty things to other neighborhoods competing against you. There's quite a bit to manage and have fun with. The game is by no means perfect - the view is fixed, there are tons of little rules the game places without informing the player until AFTER they've broken them that will end to a game over if the player doesn't abide by within a certain amount of time (i.e. 1 house per block, 90% of purchased land must be used, etc.). Unlocking new resources and figuring out what each building actually does is also not really explained, so new players will definitely struggle to pick up the details.
