I expect most people are buying this for nostaligic reasons and know what to expect... I wasn't expecting a prompt for a serial number though! Fixed by running as admin 'regs.cmd' in the main directory (e.g. C:\Program Files (x86)\GOG Galaxy\Games\Settlers 3 Ultimate). Tip from GOG forum 👍
