It is a boost to the early game but not needed. it has a real horse armor feel without the cosmetics. one item is a better small second engine for your boat that good for one zone or so until you unlock better upgrades. the other is a fishing upgrade that lets you find slightly more rare fishes that sell for more and will help you catch every fish type faster but not needed. If you can get it on sale when your buying the base game it might be worth it but your not missing anything if you skip it.
