SimCity 3000 is arguably one of the best entries in the franchise. Everything from the art style, soundtrack, and difficulty curve are near perfect. Honestly if you could take SimCity 3000's visual style and gameplay, then slap that into SimCity 4's greater feature & content depth you would likely end up with one of the best city builders around. Now to be clear this is still a very old game (original came out in 1999 followed by Unlimited in 2000), and there can be issues like requiring an edited game executable for 1440p & 2160p resolutions. With that being said I still think that the game is a must play for any true city builder fan.
