Yes, the game has some rough technical edges but nothing gamebreaking on PC so far in my experience. Sink some time into it and the player is rewarded with an extremely engrossing role-playing experience that brings some of the contemporary immersive sim greats to mind (Deus Ex, Vampire the Masquerade: Bloodlines, etc.) I feel like there are surprises and Easter eggs around every corner and it keeps you hooked just trying to experience everything that Night City has to offer. There is a lot of freedom in how you want to approach combat and *some* quests with a ton of lore to fully realize the game's world. It still has some hiccups that need to be ironed out but there have already been quite a few hotfixes barely even two and a half days after the game's release. Give it your time and attention, and you might just be rewarded with one of the greatest role playing experiences in the last few years.
