If you're considering this game, do it. But, jump over to Nexus Mods and pick up "Arcanum Universal Setup for UAP" and its Reqment Mod "Unofficial patch or high res patch" The latter has a self instal exe. Well the former has a step-by-step in the mods description for installation. These will make the game run pretty much flawlessly and save you some anger.
Played this game from launch, admittedly, I was lucky and the game ran mostly fine for me back then. It's only improved with time, so it's a great game. Please don't let the 1st person thing off-put you, it honestly was the right choice. Buuut if you really hate it there are mods for the game to be played in 3rd person, the mod scene is nuts for this game BTW.
