When it comes together, I think SWAT 4 begins to float up as one of my favourite Games. The scenario's are varied and have unexpectedly good world building (This was Irrational after all). The sound design is a partcilcuar highlight of the 'sim' aspect; with detailed briefing phases and 911 calls that have a great immersive quality to them. The tactics are easy to grasp and uncomplicated, in the sense that everything is easy to execute; save for some bad A.I at times. I Highly recomend the 'Elite Force' mod to go with it. Which basically acts as an 'HD remaster' adding some quality of life improvements. This is a damn good Game despite the occasional times your Teammates act dumb; which is my only complaint.
If you've played Bioshock or PREY and are looking to come back to explore System Shock 2, you'll be able to fit right in. After perhaps an hour or so of acclimating to the specific parts that are unique to this one (RPG stats and use of skills), it fits like a glove. It still holds up and it's fascinating to see the roots of this style of Game.
