Caesar 3 with Augustus/Julius mods beats Pharaon, Zeus and Emperor. Base game is a bit too old and the newer games had some QoL improvements which are brought with the mods. I won't even mention that Rome is a superior setting to Egypt, Greece or China. There wasn't an ancient Rome citibuilder game that came close to this masterpiece. Grand Ages: Rome came close.
