Initially I found this game to be really fun but after awhile I grew tired of its uncontrollable game play mechanics. At one point my department's budget was halved due to a decision I made during game play while a serial killer was on the loose. Think about that, what politician could get away with slashing a police budget that drastically while a serial killer is actively killing people? The fact that I couldn't even control which officers were fired made it even more annoying. While the story mode can be enjoyable just remember that you are on rails the entire time. The sandbox mode requires you to beat the story mode to play which is also irritating and similarly you're penalized for things out of your control. For example whenever you hire an officer they're already pissed about being overworked. At one point over half of my shift decided to take the day off. I also find the mini games to be boring, however only one of them is actually broken from a mechanics standpoint. It is impossible to win a shootout with a controller because you are literally not given enough time to fire your handgun. Those portions pretty much require the usage of a mouse. I just couldn't recommend this game at all, honestly if I wasn't away from my computer for a month I would've requested a refund.
