I guess we reached the point where Paradox not only doesn't care, but also can't even learn from past mistakes and issues fixed years ago. The launch state of the game was horrendous, even for their shoddy launch standards and then the patchwork of fixes and massive overhauls made the game struggle to improve, when the base mechanics are FUBAR anyway. Also, atrociously bad UI that only gets less functional with each patch. Since the game flopped and flopped hard, it will most likely follow suit of its "original", EU: Rome - a flawed, unfinished game that was a reskin of baseline EU. Don't buy, even if you enjoy modern Paradox map painting games. There is no content to it, nothing innovative or nothing interesting and even if they decide to try spam DLCs for it, it will take 3-5 years before this game reaches anything resembling playability (read - painting the map in your colour of choice). Mod scene is also barren, since the game is in constant overhaul, leaving modders with no actual material to work with.

Cultist Simulator

Grinder Simulator

It's from Alexis Kennedy. So a masterful world-building and atmosphere and absolutely crap gameplay that just forces you to mindlessly grind for hours to achieve any sort of progress. This eventually undermines the atmosphere, making you bored and makes the game simply tiresome. So like always with Kennedy's games, feel free to cheat and play it for atmosphere alone, where it really shines.

Emperor: Rise of the Middle Kingdom

Peak performance of Impressions Games

This is the final city builder of the studio and it shows polish on every single aspect of it, refining mechanics introduced in all previous titles. Campaigns are varied and challanging, but fair. Most importantly, has still a big fan community, constantly producing new material for it AND a option for free game on any given map, with any given "global" settings. Truly, the very best of its kind.

Railroad Tycoon 3

Not exactly a linear improvement

While 3rd game introduced certain great mechanics, like the way how non-railway transport is handled, it has worse graphics than 2nd game, cluttered UI, a lot of concepts are sketchy and poorly explained and in general, it repeats all the scenarios with slightly different set of rules, making it a dull experience. Great for fan-made maps, boring when played vanilla
