Some folks downed this title as being a departure from the original Fallout formula, but it's the same gameplay! I've always liked Tactics despite the "sandbox" elements. It's a great game!
Can't believe I missed this one when it first came out! Excellent fantasy turn based RPG. It's not quite as hard as some make it out to be, you just have to plan ahead...think chess with some role playing elements added.
