To begin with, mod have many bright sides which make you smile and appreciate a work of FOLON team. You will find many good written quests, you will love some voice actors or admit that assets are more than decent. City itself have a great vibe, modders did something new but with respect for other games of the series. BUT, there are many problems with a game, which make it hard for me to give a better score than what you see above. Game is pretty unstable in current state, even after patch 1.1 fix you still get crashes, sometimes even constant one and in same place. It force you to install mods like Buffout or modify settings of certain launcher options to make it more at least a bit more stable. Even if you dont crash, game have problem with loading loop and loading times. After changing location multiple times it tend to stuck at loading screen, as a result you have to launch game again. Time to pass loading is also pretty long at nvme hard drive, you can install mod for it but you have to find out which one, because "Better loading times" totally broke down textures load. Another crucial aspect is a state of quests, as we speak devs fixed 27 quests, but still many of them are messed up. Some of them have missing dialogue, some dont have audio. Few bigger ones i finished only because i used commands from Discord, it was impossible to trigger next stage or npc was dead for no good reason. Some quests are kinda written in a lazy way. Its a mod and you will feel it many times during playing a game, in many aspects. For example looting, Bethesda is not a good company when it come to game quality but they know how to reward a player after doing a long dungeon. Here you clear a big building, kill many enemies and get few ammo, some crap weapon and stimpak from final chest. This bring us to economy, where devs wanted to make it more survival but it kinda feel clunky. Backtracking and level design is also a problem for many quests you have to finish.
