Phantom Liberty has taken everything I liked about the base game and cranked it up to eleven while smoothing over the things I felt it was lacking quite well. The story is cohesive and enjoyable, the new content beyond the main quests, side gigs, world encounters, the new region, it’s all fun and polished, containing features I wish the base game had like the concentrated crime areas (or whatever they’re called) they feel like the ultimate form of the NCPD scanner hustles, the traditional RPG dungeon with some worthwhile loot and decent combat challenge but no actual quest to go with them, just something to stumble across and do. All the new weapons and equipment are incredible too, the loot pool truly feels fleshed out now but they’re not so overly common as to make it seem like only new stuff is dropping and they’re not exceedingly rare either. Most of my complaints with Phantom Liberty are more related to the 2.0 update having a few downgrades from the previous version (in my opinion). I haven’t finished Phantom Liberty yet so this is just my first 10 ish hours impression but I intend to add onto this review and update it depending on how the rest of it goes.
