one of my top 3 games of all time

could write a novel but won't. it's a lesser-known x-com (the original) with both a strategic and tactical layer, sci-fi elements only if you opt in (it's worth it, really satisfying quests). there's a huge island to explore, tons of unique and memorable characters (unlike x-com), lots of humor, it's sir-tech at its best. and once you're done, check out the 1.13 mod, which turns it into a whole new game, or peruse tons of user-created campaigns. I can recommend deidranna lives but urban chaos is good too if very difficult.

conquer an island with a ragtag group of mercenaries, each with their own personality and preferences. good stuff, tactical and strategy layer and all that, with 2 pretty big problems: saving during combat only happens if you quit, and the final sector spawns endless enemies until you reach your goal.

more than the sum of its parts

saving is only possible at certain places and using rings you have to collect first (I used a save editor to give myself a ton, come on). beat'em up sections are terrible, 1st-person shooter sections are even worse. and yet the 3rd-person exploration, possessing civilians to make progress (you might need a certain profession or skill to do or access something), attending david bowie concerts and the whole atmosphere is great.
