Hugely Unbalanced. On the easiest level, playing as Allied, Germany rolls over Poland, France & England & Benelux (almost without receiving a scratch). I observed no essential difference on game/battle balance at the most difficult setting. In the real world of 1939, Germany suffered more than 40,000 dead & wounded - in their assault on Poland, alone, and even more when they attacked France. Cheap & old is no excuse. Save your "beer & pretzels." For a WW II game simulation comparison, Darkest Hour has serious faults, (& Germany is Wayyy overpowered), but at least it has some balance. With patience, (& using a few adjustments), playing DH, a pretend WW II game, is possible.
A city builder of sorts. Repetitive. Once you play it a couple of times, it is finished. Nothing new to do. I quote other reviewers, "little replayability." There are no other cities, or a civilization to be built. The other reviews discuss the content adequately. Dawn of Man has a certain charm. That is all. In comparison, Tropico 3 - is lightyears ahead in humor, & the detail of city building. The developers could have made this into a GAME. Additionally, they might have made a Statement. Instead, they abandoned it. This is - at best - a demo of sorts. Worth about $2.49.
