I may be a bit biased since this was the first Tropico I had the pleasure of playing and it still holds up fantastically well. There are a couple campaigns, as well as stand alone scenarios, and a sandbox mode. You are planced on to tropical islands as the Presidente and it's your goal to turn the island into a profitable paradise, and keep your people happy... or you could not care about that and create a profitable hell hole that keeps functioning because of your military might. The charm and personality of this game is it's biggest appeal in my humble opinion, with an interesting cast of character's and Caricature's based on influential people from the era(s) this game takes place in.
