I just did some of the things that Langrisser_V suggested in their review. Locate the "config.exe", "sfc.exe", and "Starfleet.exe" files. Set the compatibility settings as follows: Run in Windows XP service pack 3, then check the run as admin. Run Config.exe and set your resolution to software (800x600 works for me.) I used to play tabletop Starfleet Battles a long time ago, this is a fun re-creation of that in PC game form.
