Unfortunately the 2.1 update has broken performance on PC, which is a real shame, as I was hoping to start a new play through. I really enjoyed it at launch back on PS5 via backwards compatibility, so I had to get the PC version when I got my new rig a few months ago. Path tracing looks fantastic and I got it running really well on my RTX 4070 ti and i7 13700F with 32GB RAM (at 4k too, with NIS at 85% and DLSS on balanced), but now it often drops to 40fps for no reason, and it doesn't matter whether I lower the resolution or other graphics settings. Enabling slow HDD mode improves it a little (5fps improvement in benchmark) but considering I'm using an NVMe it shouldn't be having these problems. I hope it gets fixed soon because it's such a good game.
