The variety of map sizes and designs will let you enjoy any kind of match you want, from intimate 1v1 duels all the way to epic 10-player brawls.

“Outlaw Sectors” Gameplay Option: The lawless fringe is increasingly hostile, but for those with a criminal mind it's also rich with new opportunities.
Smuggling Specialization: Choose this planetary development to grab a cut of everyone's trade income - but at a cost. The increased corruption from this black market activity will reduce that planet's tax income.
Rampant Militias: Autonomous planetary militias will grow, raid nearby systems, and repopulate over time. Use them to help defend your worlds, or coordinate your attacks with their strikes for maximum impact.
Pirate Turf: Vicious when in their home sector, pirates can now raid multiple players simultaneously, drastically changing the art of the bidding war. And, just to make sure they are fully motivated to do what they do best, all credits spent on bounties will receive an automatic bonus.

Power Struggle - Contest the distant resource fields and nearby planets before striking at the enemy’s homeworld.
Slim Pickings - Claim what remains among the war-torn stars and seize what you can from the other empires.

I usually dont write rewievs but in this case i just want to point out that the same company that needed 6 months to fix a really annoying issues about weapon sounds not being played (https://www.gog.com/forum/sins_of_a_solar_empire_rebellion/weapon_firing_soundnot_being_played), wasnt able to synch the game version with the steam version (steam was ahead and thus we couldnt play with friends that had the game on steam) and also dindt give us the opportunity do downgrade our version for mod support, wants 5.59$ for 'content' other companies would give away for free. However if 12 maps and 'gameplay changes' that are almost as lackluster as in the stella phenomena dlc interest you, you should first go through a more or less detailed list of so called 'additions' to the game (https://www.gog.com/forum/sins_of_a_solar_empire_rebellion/changelog), where you can see that the DLC basically adds nothing to the game - or at least nothing that mods already added. Interesting by the way that they needed 6 months to release Version 1.84 ans 3 days to release 1.85 which "Added Outlaw Sectors DLC support". We are talking here about a 5.59$ dlc for a game that was released 2008(!). The gamemechanics are set and are - in my opinion - not flexible enought to add a new layer of depth to the game with those few additions. I guess everything what could be done in this regard was (very well) done in Entrenchment and Rebellion. Until they programm an addon that is worth the name, give future micro-dlcs to buyers of the complete edition for free or at least release those dlcs in a complete edition, i will call this business model a rip off. This is also a good way to damage the reputation of old (or in case of the DLC business model of GalCiv III and Ashes of Singularity also new) games.

Minor changes but good to try

I'm a huge fan of this game since the very beginning. Outlaw sectors definitely does not introduce major changes like some of the first add-ons (Diplomacy, Entrenchment and Rebellion) did. It is more on the scale of Stellar Phenomena, with very (or should I say extremely) sparse additions. If you're new to the game, you should definitely disable mini add-ons like Ourlaw Sectors and Stellar Phenomena which will make the game confusing for you. However, if you're experienced with the game, these add-ons will bring a decent amount of changes that will force you to adapt your strategy and habits to new conditions.

Makes the Game Impossible

One of the mechanics the description DOESN'T mention is that no matter what, no matter who has a bounty on them or you even have one at all, the pirates will ALWAYS raid your systems. This means that you have to harden every system as you take it or you're throwing ships away. This in turn leaves you moving very slowly while the other powers get to build up. Then by the time your three or four meager systems with their tiny incomes are built up enough so they can defend themselves a gigantic fleet that you used to see in the mid- or end-game phase, with capital ships galore and fifty or so frigates and cruisers, come rampaging through your slowly established systems and because you've been hardening everything as you go you have no fleet to protect against them. It effectively makes the game impossible to survive unless maybe you're a hardcore player who knows every mechanic perfectly or you cheat. If I wanted that kind of mechanic I would've stuck with an older title where the NPCs all come after you and seem to know exactly where you are from the start like Tiberian Sun or Starcraft.

Don't bother with this..

garbage.. if you think trying to learn to play this game without this DLC is hard, i dare you to install it.. i got wiped out 4 times in a row in less than 10 minutes each time by marauding militia.. making learning to play this impossible, instead i have to uninstall and reinstall to get rid of this DLC. this DLC isn't fun at all, quite the opposite really, they would have done better adding a campaign to learn to play the game..
