It will come to PC eventually but I think it won't come to GOG since we haven't got the other Yakuza games from SEGA
No, it's not good news at all, since:

1) the VA they've chosen to play Kiryu in English is a youtuber who is horrible at voice-acting and who gives atrocious performances.

2) if they are going to release it on PC, then it should be a free upgrade to anyone who already owns Yakuza 0.

If they were to try and charge money for it (especially anything over a price of a $4.99 USD DLC for the existing PC versions of Yakuza 0), then that would be a major ripoff scam.

I've gotten pretty used to the Japanese voice acting. I don't think I'd want to hear Kiryu or the Captains in English at this point. The Japanese VA has such great male voices with major gravitas. Plus the games take place in Japan so another language would feel a little out of place.

Hope you are wrong. But you probably are not. There are plenty of older games from Sega that are not here.
Yakuza 0-7 and then...stop? No Valkyria Chronicles, Sonic, Persona, Judgment, etc? You could argue they just love Denuvo but then why remove it from so many Yakuza games. I don't understand the Sega logic.
