Go to your control settings and be sure to have the sensitivity slider dragged to the right. Press Enter to save (right click cancels that).

African_wildlife: The mouse issue (in menus) has been addressed by this mod: https://www.moddb.com/games/xiii/downloads/xiii-all-in-one-installer

Addressed the sloppy menu cursor bug including upscaling of the cursor on higher resolutions

That's a cool patch, and luckily I was able to install it even though it was asking for the original game's cds, becaus I happened to have them. I have to mention, I had the game installed in the gog-galaxy folder and the patch installer recognized it and I chose "Reinstall game" as this was the recommended option.
Don't know if it's asking for the cds if you chose "Upgrade" as install option...
