Is there a working base editor?

I used to play this game way back when and there were a couple of editor that let you rearrange or upgrade the bases.

I prefer to have all my hangers in a row, bit OCD I know, and the air lock and basic facilities in a different order.

Anyone have any suggestions?

Not in the Basegame, but OpenXCom has options to allow you the choice of initial base layout.
