A bit of advise: you do not need to have .NET 3.5 installed in order to run this game.
Yep. .NET 4.x is binary backwards compatible (most of times) with .NET 3.5. All you need to do is skip the launcher and execute XComEW.exe direct. (Microsoft Windows 10 machines already comes with .NET 4.7+)
This tip of advise works on any game that asks for .NET 3.5, unless the game executable in itself is performing the version string exact matching or uses some specific behavior or function of previous .NET.
