Is there something more I need to do to activate them? I used vortex to download, install, and enable them. but for example I don't see any of the added custom gear etc stuff when customizing soldiers. Is there anything more I need to do? Thanks.

I install them manually. I'm not even sure if Vortex works for Xcom2. manual install means you know if it went in right.

What mod did you install? If it's a mod like a clothing mod, just go into the custom soldier section and make a soldier, you will see the new stuff if it worked. Just check the area of the game of the mod you installed.
