Just installed this game during the Winter sales. I cannot use the console cheats even with the -aliowconsole enable. The game is on the GOG Galaxy location.

I think I figured it out.

Open the GOG Galaxy.

Go to the XCOM 2 game page, Go to the top More button and down to the Manage installation.

Choose configure and click the FEATURES Tab.

Here, depending on if you bought the DLC you can see Two files,
one for XCOM 2 War of the choosen and one for the ordinary XCOM 2.

What I did was to duplicate the War of the chosen File, creating a third option, and added -allowconsole in the Arguments fields to this one. I then choose this new File as the Default executable.

Also instead of the ~ button I was able to open the console with the combined §½ button.
