And no, I'm not using anything currently in terms of configuration tools.
It does look as if something has gone wrong with the install, the only differance between our installs is me verifying with galaxy.

yes it would still run i.e.one quest in risen 2 can't be completed because the bodies are missing, if you install or verify with galaxy it then works. I also had problems with pillars of eternity. I'd prefer to not use galaxy but my experiece tells me to use it as a bloated downloader/verifier/updater, I never run games through galaxy.

[WotC] Mod Config Menu is for mods that support it, EvacAll_WotC does.

I installed from the offline installers but I noticed when I ran galaxy the main game was listed as installed but the dlc was not so I verified with galaxy and it downloaded missing files, so perhaps try that if you not are rabidly opposed to galaxy as some people are.
last resort try reinstalling.

The install appears to be okay (all the DLC material at least seems to be there, though I haven't played through a full game using this version yet).

I gather nothing I listed on my configuration seemed wrong on the face of it?
And now, confusingly, even though I haven't changed anything, at least Evac_All is working (it could take a while before I know whether the map packs are).
And yeah, the map packs are working too.

I don't understand what the problem was there for a while. Like, at all.
Just want to say that I followed the instructions above (using steamworkshop.download to download mods) and everything worked perfectly.
What happens is that the game also creates a "config" folder in the "Documents" folder. D: \ Documents \ my games \ XCOM2 War of the Chosen \ XComGame \ Config Depending on where you have it, the game sometimes does not rewrite the DefaultModOptions.ini file again because the name change in the config / XComModOptions.ini folder of " Documents ", so you have errors with the mods or they don't load you, what they should do is delete the file that is automatically created in" D: \ Documents \ my games \ XCOM2 War of the Chosen \ XComGame \ Config and then start the This will re-create the file "XComModOptions.ini" in documents and everything will work.

*** One more thing you should know, each mod sometimes asks for a requirement from another mod for it to work, so make sure you download the required mods for the mods you want to work and you will get a better experience.

Inside the ModConfigMenu folder is all the MCM files including "ModConfigMenu.XComMod".

I also have the file ...\XCom2-WarOfTheChosen\XComGame\Config\DefaultModOptions.ini with the text:

ActivateMods="ModConfigMenu"
When I run the game, the following file is updated: Documents\My Games\XCOM2 War of the Chosen\XComGame\Config\XComModOptions.ini with the content:

EDIT: So it turns out the line is supposed to be ACTIVEMods not ACTIVATEMods. I was following the instructions from a user review that said to use "ActivateMods" - eventually noticing that everywhere else says ActiveMods. Problem solved, after a lot of aggravation thanks to one source of misinformation.

May the ancient ones bless you. Thanks to your comment on using the correct command: ACTIVEMods now e erything is working as it should.
Man, trying to get mods working in GOG XCom2 is really making me crazy. Originally I tried using Vortex, but no mods worked. Then I read that I should try Nexus Mod Manager instead. That didn't work. Then I read the instructions from this board on how to manually install and modify the .ini file, and I followed those instructions very carefully, triple checked that I did everything correctly.

Unfortunately, now my game doesn't even launch anymore, through Galaxy or otherwise, it crashes immediately.

Any other tips? This is beyond aggravating, I bought the game on sale at GOG so I could try the mods, but there was no way for me to know that this was for some reason a special version of the game that you can't use mods with.
Well, I uninstalled the game and tried reinstalling it with the standalone (non-galaxy) installer, and put it in a different location, followed the instructions from this thread again and it worked! Playing Long War 2 now, not a wasted day.
