It seems that you're using an outdated browser. Some things may not work as they should (or don't work at all).

I've done the port forwarding both on router, and my machine. I can play online on existing servers, so can my friend. We can play together in the same server online just fine. And my friend can see the server I'm hosting from ingame menu, but trying to connect times out with generic "could not connect to server" error.

I would really like to be able to set up our own fun sessions here, but even following all the tutorials, no dice. I don't want to run a dedicated server on my hardware or on a rented server, I just want to host from ingame, and it won't let him connect despite it showing up. Which suggests to me that the port forwarding worked, at least, in part, because the server didn't even show up before I did the port forwarding.

I even tried running the dedicated server, it shows up in the list ingame, I try to connect - and I'm also getting the same "Could not connect to server" error.

Maybe TCP is being forwarded correctly, but UDP is not?

UDP is the connectionless protocol, which is why it's often used in conjuction with TCP.
