No. And Steam Workshop is yet another area where Steam is well on track to console-i-fy PC by being the exclusive way to get essential PC functionality (modding).

There's tutorials with more detail, but basically...
1) login anonymous
2) Find AppID

3) Find WorkshopID

4) Then download
workshop_download_item <appid> <modworkshopid>
Like so:
workshop_download_item 228380 1850934301
5) Then just manually move the downloaded files to folders in the game's mod directory. Enable ingame.
This will work for quite a few things exclusive to the Workshop, it's a tool Devs use. Download access to files can be restricted to Steam Accounts - meaning, login anonymous won't work - or Accounts actually owning the game - at which point burner Steam Account also isn't enough.
But for Wreckfest, and Project Zomboid (another terminally Steam Exclusive game living from mods) both work with login anonymous.
