Unless Bethesda goes for some kind of Remaster there won't be a > 60 fps version of The New Order and The Old Blood.

That's a shame.

Releasing a AAA, major IP game in 2014 capped at 60fps is a regrettable decision, to say the least.

That's what you get when development is multi platform (PC + weak "next gen consoles").

Given that it was declared a hotfix, it was probably addressing some bug encountered by a group of users. Maybe a crash on certain systems or something.

Extreme long loading times and a memory leak followed by crashes to be specific.

It seems that the latest change to the game files on Steam dates back to around two years: https://steamdb.info/app/201810/history/?changeid=4412865

It stands to reason that this recently released DRM-free version of the game would not see parity with the version on Steam.

I also am assuming that the compatibility fixes are being issued by GOG's staff and not anyone employed by Bethesda/Zenimax. Unless there's some undiscovered major bug that gets them off their laurels to where they have to push a universal patch for the title across all platforms.

Where can if find the patch?
I only find the whole game to download, but where is the pacth download?
I´m not in the mood to download the complete game with browser, since GoG removed Downloader ...

There is no single patch installer available. You have to download the whole thing again.
