I need some help form some knowledgeable computer guru. I am trying to use the Cosmic Forge mod to make changes in monsters and spells for Wizardry 8. However, in the beginning, Cosmic Forge needs a director and/or file to set it to in order to make the changes. Which directory and or file should I set it to for WIZARDRY 8? Surprisingly, nothing is stated about this on Mad God's site.

First of all make sure not to have installed CF or Wiz6/7/8 in an uac protected folder like e.g. \programs x86,
as Windows missing backwards compatibility will most likely mess up things.

tldr:
In the "*Cosmic Forge* settings" pop up window click on "Browse" and navigate to the games main directory.
The CF editor should initialze unless he was pointed to a wrong directory or incomplete/corrupted install.

long story:
Dld CosmicForge_unicode.rar, freeimage.rar and D3DX9_43.rar from madgod.webs.com,
you may skip the Lua scripting support unless you want to go deep into modding the game,
even then its only optional but not required.

Unpack CF editor into a folder of your choice, but keep it out of the games folder structure
unless you know exactly where(=in which folder) it will not create issues on some specific edits.

Add the unpacked files freeImage.dll and D3DX9_43.dll into the CF main folder,
i.e. where you find CosmicForgeU.exe.

When you run CF the 1st time a window should pop up,
click on "Browse" in the upper right and navigate to the folder where you installed Wizardry 6, 7 or 8
aka the games main directory where you also find the Wizardry 6/7/8 executeable file.
CF requires some data of the game you want to work on, version 6, 7 or 8 are automatically detected.

Note you have to confirm most edits with CF 2 times, in the specific editor and by clicking on "Save changes" in CF main menu,
and that most changes require to close the game and run the executeable again in order to come into effect.
Changes on content that you already visited with your party may even come only into effect when you start a new game.
