Does anyone remember which female personality/voice has this quote? It's my favorite, and I can't seem to find it.

I do remember that this quote was the "invalid action" quote for that character. (For example, try to cast a spell that's displayed in red, for example casting Energy Blast outside of combat.)

I remember seeing all voice lines transcribed, so you may try googling this or other lines. (IMO it sounds like one of "laidback" or "kindly" types)

To check text and also speechfiles for all PC quotes,
open the game with madgods CF aka Cosmic Forge Wizardry 6-8 Editor
and select [String Editors] -> [PC Quotes Editor] in the main menu.

You could also extract the soundfiles with [Miscellaneous] -> [rummage W8 file collection]
to modify some annoying phrases and put the results in their aopprpriate paths
where they will replace the originals stored in the .slf archives.
